TREES. Native Texas trees are beautiful in their own right. They also survive without the city having to water them.
Think "Boulevard" instead of highway.
Divided, tree-lined, and something of interest as you pass through it. Native trees. 
Let's see nature. Nobody paints highways. Keep it visually as undeveloped as possible.
