Allow desert landscaping for new and existing neighborhoods

Approve a plan to allow current and future neighborhoods to convert their lawns to desert landscape. I.E. Use rock and desert/native plants. Eliminate grass lawns.

The city should also consider paying a bonus to residents who convert current lawns to desert landscaping. A plan was established in Las Vegas some time back for this type of program. Contacting city management there could provide a strawman for such a plan.
